Environmental Protection Agency to request a moratorium from the               
Congress for the MTBE oxygenated fuels programs in Anchorage                   
and Fairbanks, Alaska, was engrossed and enrolled, signed by the               
President and Secretary and the engrossed and enrolled copies                  
transmitted to the Office of the Governor at 5:25 p.m., May 13,                
1994.
